The early days of the New Year were a hard time not only for the affected people in the flood areas, but also for all Iranians who were dismayed by various media, scenes of low rifts, and suffering from fellow citizens

People who thought their only duty was to adapt to dehydration, in a warm and dry climate, has now witnessed the deaths of dozens of innocent people, under house scumming and thousands of people, and heavy losses to land and agricultural compatriots. Events that have left a huge psychological and economic cost to the country.

Hence, the Iranian Hydro Hydroelectric Association and the National Committee of the Great Dams of Iran, while conveying their condolences to the survivors of the flood victims and wishing to alleviate the injuries suffered, would like to point out the following points:

1. Drought and flood are two sides of the climate. If our country is 25 to 40 degrees north and in a warm and dry area, which inevitably leads to drought tolerance, the flood will also be on the other side of the country's climate coin. Flood compatibility has always been a prerequisite for survival in this land.

If the floods are damaged, it means that we have not been well-matched with them. In the summer of last year, due to the intensification of droughts in the country, about 340 cities were affected by water stress and 4000 megawatts of hydroelectric power were left out of orbit. The persistence of droughts in the country caused that 150 of our country's wetlands did not have water color for many years, and the fossils in the country's shores suffered people; however, with the recent flood, these problems have been somewhat solved; however, other troubles have occurred in the mask. So if we take the lessons we need from the recent floods and our memory will not be diminished after the flood has gone down and the slug is back, we will surely be the losers of the winners of this field.

2. Everywhere there is talk of flood and its consequences. Everyone is in the thought of listing dowries and nonsense; that would be alright if we did so. The gracious soldier is sitting on the shoulders of this time. It would seem that all this infinite suffering, for this reason, has suddenly come to our senses, that over the years, governments did not care about the dredging of the rivers. We believe that dredging is just one option among river engineering methods and is not the best method in many rivers. The main shortcoming, which is the tuple of decision making and decision-making and disorganization in land use, is hidden behind dredgers.

3. Technique and method as an instrument of empirical sciences are not sacred and ideological issues that believers or non-believers require them to make. Methods of water resources management and water supply and supply and flood management methods, such as dam construction, water transfer, water management, are tools for meeting the needs of humans according to environmental requirements.
The zero-and-one approach, and the lack of moderation in the critique of dams, especially in recent years, have left the country's worthless and unattainable opportunities and damages, for example, in the recent floods in the country.

Now, despite the fact that the role of the dams, especially in the plain of Khuzestan, has been marked to contain several hundred years of flood, and although everyone acknowledges that if the floods with a total discharge of 15,000 cubic meters per second entered the Khuzestan plain, there would be no trace of civilization in Khuzestan, but still look Anti-Semitism takes some of the wrong judgments. They do not control the floods of 500 to 1,000 years, but they are already highlighting the inland and outflow of dams and crossings with a return period of up to 10 years. In fact, it can be said that of the 647 dams constructed in Iran, there were only a few errors in the construction, and these were the pretext for watering the industry.

4. We believe it is essential today to have a critical and fair look at past approaches and practices. Must look again. We need to modify the extremes of the past in the critique of techniques and tools. You should call the calendars calmly and fairly. We need to redefine development opportunities. We must re-recognize water and flood and use all the capacities of the country. One should avoid coming close to the big issues, knowing that every chance that is missed in a futile quarrel is a step that we may have to make harder and more expensive in the future. We need to talk more and avoid laying labels for the servant, traitor, victim and hangman. It is assumed that all those who criticize the heart of the progress of this country. Let's not forget that the arena of industry is the realm of dialogue for improvement; not the realm of revenge and political settlement!

The Iranian Hydroelectric Association and the National Committee of the Great Dams of Iran have always been prepared to create the blessed dialogue between all the fans of the water and energy industry for onvergence in approaches and advancement of the country's development plans, and warmly welcome all experts and specialists.
